In 2003 Municipal Homes Inc was created to allow flexibility in affordable housing production. It is the mission of Municipal Homes Inc to expand affordable housing opportunities to the residents of Council Bluffs. Municipal Homes Inc. is governed by a five member Board of Directors who are John Jerkovich, Kathryne Cutler, Joannie Spitznagle, Mike Van Sickle, Mark Schultz
