• NOTICE: The Municipal Housing Agency of Council Bluffs (MHACB) will accept applications for Foster Youth to Independence (FYI) Housing Vouchers and Mainstream Housing Vouchers beginning Tuesday, October 7th, 2025. Eligible individuals for FYI Housing Vouchers are 18-24 years of age, have left or will leave foster care within 180 days in accordance with a transition plan described in section 475(5)(H) of the Social Security Act, and are homeless or at risk of becoming homeless. Eligible households for Mainstream Housing Vouchers have a household member who is 18-61 years of age with a disability and is either 1) transitioning out of institutional or other segregated settings, 2) at serious risk of institutionalization, or 3) homeless or at risk of becoming homeless. Applications can be submitted online at mhacb.org/apply-SPV or in person at 300 W. Broadway STE 38 Council Bluffs, IA 51503 between 8:00am and 4:00pm, Tuesday-Friday. Copies of the application can be emailed or mailed by request. Please call 712.322.6931 to request an application. Please note applications will be accepted for Foster Youth to Independence Housing Vouchers and Mainstream Housing Vouchers only. Applications will be accepted until further public notice.
