Special purpose vouchers are specifically funded by Congress in separate appropriations from regular Housing Choice Voucher Program funding in order to target assistance to specific populations. Special Purpose Vouchers have specific eligibility requirements. See below for details on eligibility and application.

Mainstream vouchers are designed to provide assisted housing to families that include a non-elderly person with disabilities who is at least age 18 and not yet 62 years of age.
Eligible households must have household member with disabilities who is at least 18 years of age and less than 62 years of age and meets at least one of the following criteria meet the following conditions:
Is transitioning our of institutional or other segregated settings
Is at risk of institutionalization
Is homeless or are at risk of becoming homeless.
Applications for Mainstream Vouchers will be accepted beginning 10/7/2025.

The Foster Youth to Independence initiative allows Public Housing Agencies partnering with Public Child Welfare Agencies to request vouchers to assist eligible youth for a period of 36 months, subject toavailability.
Eligible youth must meet the following conditions:
Have attained at least 18 years and not more than 24 years of age.
Left foster care, or will leave foster care within 180 days, in accordance with a transition plan described in section 475(5)(H) of the Social Security Act at age 16 or older
Are homeless or are at risk of becoming homeless.
Applications for Foster Youth to Independence Vouchers will be accepted beginning 10/7/2025.

The HUD-VASH program combines HUD Housing Choice Voucher (HCV) rental assistance for homeless veterans with case management and clinical services provided by the Department of Veterans Affairs at its medical centers and in the community.
Please contact the Department of Veterans Affairs at 402.977.4444 if you are interested in learning about this program and determining eligibility. MHACB only accepts applications for VASH vouchers via referral from the Department of Veterans Affairs.
